Transitioning to One Procurement: Best Practices in Cultural Design

In transitioning Procurement from a decentralized model (where groups are diverse in business drivers and partners, organizational structures, systems, ways of working, skills levels, roles, compensation, geography, processes, size, etc.) to one that is centralized organizationally, what are cultural considerations in supporting a new centralized strategy including:
