  1. Is there a "Sourcing or Procurement Counsel or Board" in your organization that is responsible for large contracts or negotiations or approvals of spend?
  2. What level of leadership makes up the Counsel?
  3. How often do they meet?
  4. What is the scope of their decision making? i.e. what is the spend or dollar threshold that goes to the counsel or board?
  5. What is the scope of their governance? (i.e. can they deny contract approval or expenditure approvals? What is the escalation process? How do members get on the counsel or board? How long do they remain?)
