To support Navy Federal’s business objectives by developing, executing and managing balanced contracts for the acquisition of goods and services.
 
Responsibilities
 
• Select and manage vendors and contracts including contract development, monitoring and issue resolution; oversee contract quality assurance, budget and cost mechanisms
• Build and maintain relationships with team members, management, key stakeholders and/or external contacts (vendors, etc.)
• Negotiate contract terms and conditions
• Maintain, validate data integrity, and update various internal/external filing systems/databases to ensure proper recording of vendor contracts and agreements, regulatory administrative information, compliance reports, and storage of related documents and files, etc.
• Develop and execute best value contracts for the acquisition of goods and services; ensure the level of effort and attention to detail is commensurate with the complexity, value and risk associated with the acquisition
• Pre-award phase: collaborate with internal partners to develop a robust acquisition strategy that includes clear and measureable requirements, enforceable service levels, appropriate milestones and clearly defined acceptance criteria
• Request for Proposal (RFP) Process through vendor selection
Assume responsibility and oversight of large and complex purchases involving use of RFP
• Serve on evaluation committee and obtains appropriate approvals
• Facilitate development of acceptable Service Levels in contracts requiring definitive levels of service or contracts in which service outages have substantial negative impacts
• Award or recommend contracts within delegated contracting authority
• Post Award: Retain overall responsibility for contract execution; administer contract monitoring, contract administration and compliance
• Support Navy Federal business strategies through additional post-award functions: track Key Service Provider requirements and activities; track project financing; in conjunction with the Business Unit and Office of General Counsel, prepare Navy Federal’s position on contract disputes and recommend a decision on dispute settlements
• Ensure clear, concise and effective communication of material
• Performs other related duties as assigned
 
Qualifications and Education Requirements
 
• College degree in Business, Information Technology, Purchasing Management or related field
• Significant experience in standard purchasing and contract principles/terms/conditions, written bid/proposal preparation, and purchasing/inventory software
• Significant experience in quality control and auditing as it pertains to contracts
• Advanced knowledge of commercial and industrial business practices (e.g., subcontracting of raw materials or services and use of cost analysis techniques) sufficient to identify sources, analyze cost and pricing data and contract proposals in the context of developing, executing and managing balanced contracts
• Expert skill exercising initiative and using good judgment to make sound decisions
• Effective word processing and spreadsheet software skills
• Advanced verbal and written communication skills
• Advanced knowledge of cost containment strategies in the area of procurement
• Ability to work independently and in a team environment
• Advanced research, analytical, and problem solving skills
• Effective skill interacting tactfully and effectively in difficult situations
 
Desired Qualifications and Education Requirements
 
• Knowledge of Navy Federal products, services, programs, policies and procedures
• Knowledge of Navy Federal's Information Technology infrastructure
• Completion of the American Graduate University class on Source Selection & Contract Award or Next Level Purchasing Microsoft Project for Purchasing Professionals
• Certification by the National Contract Management Association, Institute for Supply Management, or other nationally accredited source
